In 1962, Korea established and executed the First 5-year Plan for the Economic Growth. And until the mid-90s, 7 economic growth plans were carried out along with the government policies with industrialization strategies targeting overseas. With the First 5-year Plan, industrial complexes began to form. As the country lacked industrial infrastructures, these complexes were developed in a bid to allow companies to carry out their businesses smoothly. Thus, research institutes were fostered and R&D complexes were built to accommodate spin-off research centers from KIST. Based on the basic concept from late-60s, the plan was established in 1973, and the construction Daedeok Complex began in 1974.
